Piezoelectric transducer modeling

Hello,

I am modeling a piezoelectric transducer. To keep it simple I am first trying to model a PZT rods and the rods are surronded by non conductive epoxy. Then I add Al electrodes to the top and bottom. My question is how do I make sure that this expoxy is acting as insulation, the reason is when I model without epoxy, the models output contains more oscillations, without epoxy there is no oscillations which is closer to what I want based on actual physical device measured in the lab. Any thought? Thanks.
