Help with Torpedo

Dear guys I have a torpedo running underwater upstream. I want to simulate the torpedo change the depth. For example: initially, the torpedo is at 100 m below the water surface with v = 1m/s (just an example) at 1s, the torpedo is rise up to 80m and running at that depth. Should I use step or ramp function and how can I use it? Really need some help now.
BTW: u_mean*6*(H-Y)*Y/H^2 what does it mean? I don't really understand that
