Intersecting face elements

I am modelling a thin strip (29 micron) which is forming a union with a much thicker (5mm) hollow cylinder. Since the thickness of strip is very thin I definitely have to mesh it using triangular elements and then using swept feature. Besides this, I also have a solid cylinder of air that covers the entire model. I was able to mesh the entire model except for the air. Whenever I try to mesh the air cylinder with tetrahedral elements, I get an error saying that face elements are intersecting. Can anyone help me with this issue? Thanks in advance.
