Relationship between conductivity and permittivity

I wish to analyse the relationship between conductivity and permittivity in electric currents physics in frequency domain. But the result seems not the same as I expect. From the equation in other reference, the complex conductivity should equal to the combination of eletrcial conductivity and dielectric permittivity σ=(σ+jωε).
However, the simulation result in COMSOL cannot give me an answer like that. When I change both the eletrcial conductivity and dielectric permittivity and try to keep the magnitude of conplex conductivity constant, the magnitude of boundary voltage should be constant as well. But it did changed in my simulations. Does it means that this equation is not suitable for COMSOL or I misunderstand it?

How should I do if I want to change both the conductivity and permittivity but keep the magnitude of boundary voltage constant?
