Microstrip resonator effective index

I am trying to simulate a microstrip resonator on lithium niobate, using the RF module.
According to my calculations, the effective index of the resonator at dc should be 17.28, at the strip width and dielectric thickness.
The effective index would increase with frequency, resulting in lower resonant frequencies than expected. So the resonant frequency is 6.5 GHz instead of 7.3GHz.
1.But I want to see how this effective index increases with frequency, and plot it on a graph. But I cant seem to use mode index. How do I do it?
2.What is the algorithm the software uses for calculating effective indices?
3.Also, if I don't use perfect electric conductor for the surfaces, the wave does not enter the port. Why is this so? Copper is a pretty good conductor, so it should carry the wave along.
4.Under waves equation, using loss tangent instead of relative permittivity gives an error. How can it be solved?
