mesh problem 4.2

Dear all,
I am modeling a panel with a 1600 fibers. Many methods has been tried, but no one successful. Would you please help me to mesh it?
The main problem is domain 1 and domain 2 can not be meshed. I use the Free Terahedral mesh and Free Triangular mesh. Also tried other methods. But none of them is applicable.
I can not attach the mph file. SO I have to save as .m file instead and attached sucesfully.
