Pipe temperature in the tutorial case of shell-and-tube turbulent flow

Constant wall temperature is applied in the case here (T_pipe=278K): Turbulent Flow Through a Shell-and-Tube Heat Exchanger Cross Section. I am wondering at the steady state why the wall temperature is around 318K instead of the boundary condition set up before (T_pipe=278K).
