Partial differential equations for surface integration.

I am trying to calculate the expression as written in the attached file at a given surface of my electromagnetic simulation. Am i correct in my expansion and how would I then go on to implement this in COMSOL. i.e. how would this expression look?
The simulation is a frequency domain wave optics module which sweeps through a range of wavelengths.
