Assigning Impedance boundary to the inside boundary of a PML domain

Now I want to have a lossy ground layer or boundary in the bottom of box( inside). This is to examine antenna over lossy ground or earth.
I assigned lossy ground material to boundary 49 (inside bottom boundary of box) , but couldn't able to assign impedance boundary to 49.
How can I do this or any other way to do this?
