2D rotating boundary

I have a simple laminar flow model and all I need now is for the outer edge of my cylindrical domain to rotate. I have a tangential velocity in mind but that is not enough for the simulation to work. I can select the "Translational velocity" and have either "Automatic from frame" or "Manual". Unfortunately, I do not know what I need to continue, my geometry is not deforming, so I thought that the moving mesh interface would help, but for all the options available, no boundary can be selected.
I suppose my setup is essentially a model of Taylor-Couette flow, but with bits and pieces in the domain. I am lost, any hints would be appreciated.
