turbulent length scale and turbulent intensity

I have a basic question regarding to turbulent length scale and turbulent intensity for three-dimensional flows in a pipe. How I can estimate them?
I went through the manual and I found the turbulent length scale for two-dimensional flow in a pipe is 0.07D, where D is pipe diameter. Can I use this formula for 3D flow in a pipe?
For turbulent intensity 0.16*(Re)^(1/8) , where Re is Reynolds number
