Meshing distribution for a single domain

I have a simple rectangular geometry with a cylindrical borehole in the center. I want my mesh to be concentrated around the edges ACCORDING TO SOME DISTANCE FUNCTION i.e. more number of elements near the borehole edge and then vary according to my input functions towards the rectangular boundary, let's say growth rate which I define is 0.1 near the borehole edge,0.2,0.5,1,1.8,3 and so on.
