What does optimality tolerance mean

In using the optimization module with MMA method, I want to know how the optimality tolerance is defined.
From the manual, I know it defined as "The relative change is defined as the change in the variable since the last outer iteration divided by the range of the variable".
But for what if the variable is assign the a 2D or 3D domain, where each element would have its own variable value. So which value would Comsol use to calculate the relative change? The maximum difference or the average or something else?
